Introducing a New Cybersecurity Pilot Program for Schools and Libraries

In response to these growing threats, the Federal Communications Commission (FCC) has launched a groundbreaking three-year Cybersecurity Pilot Program (CPP). Approved on June 6, this program allocates up to $200 million to help selected schools and libraries acquire critical cybersecurity services and equipment. Although distinct from the E-rate program, the CPP will leverage the E-rate framework and the EPC portal for its operations, providing a familiar and efficient system for participants. 

The application process for the FCC's new Cybersecurity Pilot Program begins this fall. Schools and libraries interested in enhancing their cybersecurity measures can prepare to apply for this vital funding opportunity.

Who Can Apply?

Schools, libraries, and consortia of these institutions eligible for E-rate can apply. Even those who have never participated in the E-rate program can apply and new consortia can be formed to meet requirements.

FCC aims to select a diverse mix of large and small, urban and rural schools, libraries, and consortia. Emphasis will be placed on projects involving low-income and Tribal applicants. Funding is competitive and prioritized for those with the highest discount rates if applications exceed the $200 million budget. 

Grant Details

• Schools are eligible to receive up to $13.60 per student annually, with a minimum of $15,000 and a maximum of $1.5 million per year. 
• Libraries are eligible for a $15,000 annual budget per site, up to 11 sites. Systems with more than 11 sites can receive up to $175,000 annually. 
• Consortia funding is calculated based on student count and the number of library sites, adhering to the same caps as individual schools and libraries.

These amounts are cumulative over the three-year program, and participants can request reimbursement for multi-year expenses in a single year if needed.
